Lawsuit by Town Supervisor Robert Ulander seeks access to schedules and time cards


On Tuesday, June 30, 2026, Town of Waterford Supervisor Robert Ulander filed a lawsuit in Racine County Circuit Court against his own Police Department.  The lawsuit seeks to compel release of time cards and schedules for officers from late 2025 so that Ulander can review them for discrepancies.


Judge David W. Paulson issued an order today directing the Police Department to either produce the records or appear at a hearing on August 11 to defend its denial.


The Waterford Police Department has been plagued bv scandal, with multiple officers resigning after being investigated for, among other things, fraudulent time keeping.  For example, an officer resigned prior to the completion of an investigation that found he had fraudulently switched his vacation time to compensatory time after the fact and falsely claimed he was on patrol despite actually being at the police department using his cell phone.  Those resignations followed the unexpected resignation of the Town’s police chief in January 2024.


“Oversight of our officers is absolutely vital,” explained Ulander, who has been a Supervisor since 2023.  “Prior to this police chief, I was able to get these records without difficulty and used them to identify officers claiming time when they weren’t actually working, working special events the Town is not supposed to pay for, and performing duties different than what they were scheduled for without authorization.”


The Town’s Police Department also provides contracted services to the Village of Waterford.  Reviewing schedules and time cards will ensure the Town is properly being compensated by the Village.


“The Town Police Department claims a laundry list of bad things will happen if these records are released,” said Tom Kamenick, President and Founder of the Wisconsin Transparency Project, which represents Ulander.  “But none of them happened when the Town released the same records in the past.”
